There have been 10 archbishops of St. Louis. But, only 3 of these shepherds of the "Rome of the West" have been elevated to cardinal. No archbishop of St. Louis since 1979 has been raised to the sacred purple. However, Justin Rigali who was archbishop of St. Louis from 1993-2004 went on to become archbishop of Philadelphia and a cardinal. His successor,
Raymond Burke, is currently serving as the Prefect of the Apostolic Signatura in Rome and will almost certainly be created cardinal at the next consistory.

Why is the galero pictured in this unusual orientation? I have never seen anything like this before.
It is a matter of artistic taste. I would refer you to more of the works of the late Michael McCarthy as well as the work of the late Dom Anselm Baker, OCSO. There is noting wrong with depicting the galero this way and it is, actually, rather creative and, at least, a departure from the norm.
